Patients’ Rights in Public Administration: Less Bureaucracy and More Transparency

With Law 5293/2026 (Government Gazette A’57), a new framework is introduced for the operation of Public Administration in Greece, directly linked to patients’ rights in public administration, aiming to create a more citizen-friendly, efficient and transparent system.

These changes affect everyday interactions with public services, improving the way citizens are served, informed and supported.

The main provisions of the law can be grouped into three key pillars:

1. Simplification of procedures and reduction of bureaucracy

A central element of the reform is the simplification of administrative processes.

Article 3 – Replacement of supporting documents

According to Article 3, citizens may, in several cases, replace official supporting documents with a solemn declaration, when these documents cannot be directly retrieved by public services.

In practice, this means:

  • fewer documents need to be submitted
  • public authorities are responsible for retrieving the required information
  • procedures can start immediately without delays

At the same time, verification mechanisms are in place, including checks and sanctions in cases of false declarations.

Article 5 – Faster processing of requests

Article 5 strengthens the obligation of public services to process requests within specific deadlines, reducing delays in administrative procedures.

2. Transparency and digital access to information

The second pillar focuses on improving transparency and access to information.

Article 5 – Case tracking

Citizens are given the ability to digitally monitor the progress of their requests.

They can access information such as:

  • the current stage of the process
  • the estimated completion time
  • the responsible department
  • contact details for further communication

Article 6 – Mandatory publication of circulars

All administrative circulars:

  • must be published online
  • are valid only after publication

This ensures that citizens have access to up-to-date and valid information.

Article 7 – Online publication of public service hours

Public authorities are required to publish and regularly update:

  • their operating hours
  • public service hours

This helps reduce unnecessary visits and waiting times.

3. A new way of operating public administration

The law also introduces a new approach to administrative procedures, aiming to increase efficiency.

Article 4 – Certified professionals

Public administration may collaborate with certified professionals who:

  • are registered in official registries
  • meet specific qualification and certification criteria
  • can prepare reports, certificates or draft decisions used in administrative processes

These professionals are subject to:

  • random checks
  • penalties and fines in case of errors
  • removal from the registry if necessary

At the same time, accountability mechanisms (particularly under Article 3) ensure the reliability of the system.

What this means for patients

While these measures apply to all citizens, they are particularly important in relation to patients’ rights in public administration.

Reducing bureaucracy, enabling digital access to information and speeding up procedures can significantly ease the burden for patients, especially in processes related to:

  • healthcare services
  • benefits and allowances
  • administrative approvals

The digital transformation of documents

Greece is advancing in digital governance with Law 4727/2020, making it mandatory for public authorities to accept electronic documents bearing an approved electronic signature or electronic stamp. This means citizens and businesses no longer need to submit paper forms or collect physical signatures for documents to be legally recognized.

What are approved electronic signatures and stamps?
Approved signatures and stamps confirm the authenticity and legal validity of documents. Certificates, applications, or contracts with these digital markers are recognized by all public and judicial authorities, as well as by private entities, without additional procedures.

Easy verification and security
Documents issued through the Unified Digital Government Portal (gov.gr) carry a unique verification code and can be checked online using either the verification code or QR code. This provides added security and transparency while reducing the risk of fraudulent documents.

Practical benefits for citizens and businesses
Digital documents simplify administrative processes and save time, enabling citizens and businesses to focus on essential tasks instead of bureaucratic procedures. At the same time, the reliability and legal validity of documents are preserved across public and private sectors.

The new reality
Mandatory acceptance of electronic documents marks another step toward a modern, user-friendly, and transparent administration, where citizens can trust that their documents are recognized, whether digital or printed. Expansion of High-Cost Medicines Available Through EOPYY Private Pharmacies – What Changes for Patients

The Hellenic National Organization for the Provision of Health Services (EOPYY) is expanding the list of new high-cost medicines available through private EOPYY pharmacies, facilitating patient access to high-cost treatments. The recent decision was published in the Government Gazette.

This development represents another step toward simplifying patient access to high-cost therapies, reducing the need for physical visits to EOPYY pharmacies.

The new regulation includes the addition of further medicines, broadening the scope of the measure. Among these are treatments for multiple sclerosis, such as the active substance ocrelizumab, as well as anticancer agents like imatinib and capecitabine, widely used in oncology. This expansion is expected to significantly benefit more patients, who until now had to be served through specific distribution points, often facing longer waiting times. Patients will gain convenience and improved continuity of care, as access to treatments becomes faster and more reliable.

The option to collect medicines from private EOPYY pharmacies is expected to substantially improve patients’ daily lives, reducing hassle and enhancing accessibility, especially for those with chronic or serious conditions. This change is also part of the broader digital transformation of health services, aiming for a more flexible and patient-centered system. Healthcare providers will be able to monitor medicine distribution more efficiently, ensuring timely support and guidance for patients throughout their treatment.

According to the Government Gazette:

The start date of the medicine distribution process, with supply by EOPYY and final delivery at the private pharmacy specified in ministerial decision EΑLE/GΠ/oικ.51724/19-11-2025, as listed in the table below, is set as the date when EOPYY’s upgraded electronic platform (fyk.eopyy.gov.gr) becomes fully operational for the submission of patient requests under the new procedure defined in the above ministerial decision.

High Cost Medicines: One More Addition to Help Patients – Up to Three People Can Now Collect on Their Behalf

As of Monday, February 16, 2026, High-Cost Medicines for cancer patients can now be collected by up to three designated representatives, offering greater flexibility and easier access to treatment through community pharmacies.

This new possibility is particularly important for patients who require regular access to High Cost Medicines but may have difficulty getting to the pharmacy or live far from a pharmacy. By allowing representatives, care becomes more flexible and adapted to everyday needs, while ensuring the safety and correct use of the treatment. In this way, access to therapy is faster, more human-centered, and free from unnecessary hassle.

In this first phase, the option applies to patients with cancer and multiple sclerosis, and it will gradually extend to other High Cost Medicines categories. The steps for collection remain the same: the insured person logs into the platform using Taxisnet + AMKA, selects the pharmacy of their choice, and monitors the progress of their order.

International Migrants Day – 18 December

Health without borders: equal access to care as a human right

International Migrants Day is observed every year on 18 December, marking the date in 1990 when the United Nations General Assembly adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. The day is not only about population movement, but about fundamental rights, dignity, and—above all—equitable access to health care for all, regardless of origin or legal status.

Global Statistics

Globally, more than 281 million people currently live outside their country of birth, representing approximately 3.6% of the world’s population (International Organization for Migration – World Migration Report).

Migrants and refugees consistently face health inequalities driven by barriers such as language, limited health literacy, insecure housing and employment, and fear of exclusion from health systems. According to the World Health Organization, social determinants of health play a decisive role in access to prevention, early diagnosis and treatment, resulting in poorer health outcomes for migrant populations.

These inequalities are further compounded among particularly vulnerable groups, including children and young people, women, and individuals without stable legal status. In cases of serious or chronic illness—such as cancer—delayed diagnosis, interruptions in treatment and lack of psychosocial support can have a profound impact on disease outcomes and quality of life.

Situation in Greece

Within the Greek context, the country continues to serve as both a host and transit point for migrants and refugees. According to data from Eurostat and the Hellenic Statistical Authority, a significant proportion of the population residing in Greece consists of third-country nationals, while access to comprehensive health services remains uneven, particularly for young people and individuals with increased care needs. Despite existing legal provisions, practical barriers persist in prevention, continuity of care and psychosocial support.

In oncology, these challenges become even more pronounced. Cancer does not discriminate, yet access to care is often shaped by social and economic factors. The need for culturally sensitive, accessible and continuous health services is critical to ensure that no person is left unsupported when facing a cancer diagnosis.

In this context, Kapa3 has long worked to highlight social inequalities in health and to promote holistic cancer care for all people, regardless of background. In 2024, a targeted support initiative for refugees and migrants living with cancer was implemented through the programme Cancer May Control your Body for a While, But Not Your Soul, with the support of the King Baudouin Foundation.

The action focused on the regions of Macedonia and Thrace, addressing refugees and migrants in the area, with particular emphasis on the 15–24 age group, aiming to provide immediate primary care assistance and continuous support throughout the course of their treatment.

International Migrants Day is a reminder that health is a human right, not a privilege. Ensuring equitable access to care—especially for those most at risk—is a shared responsibility of institutions, health professionals and society as a whole.

A fair and healthy society is one that leaves no one behind.

Dispensing High-Cost Medicines (HCM) Through Private Pharmacies – What Changes for Patients

A recent Ministerial Decision (Government Gazette B’ 6333/27.11.2025) introduces significant changes to the distribution of High-Cost Medicines (HCM), allowing patients to receive these medicines not only from EOPYY pharmacies but also from private community pharmacies. This new framework replaces the 2020 regulation and aims to ease patient access, reduce inconvenience, and improve the delivery of essential therapies.

The list of HCM medicines included in this process is available in the corresponding Government Gazette here.

What Changes for Patients

  • The prescribing physician issues the prescription through the national e-prescription system (IDIKA).
  • Patients may choose to receive their medicine either from an EOPYY pharmacy or a private community pharmacy.
  • Through the dedicated HCM application (using Taxisnet credentials + AMKA), patients select the private pharmacy that will serve them.
  • Patients receive electronic notifications regarding the status of their order and the availability of the medicine for pickup.
  • Medicines are dispensed with zero patient co-payment.
  • The time from approval to pickup may not exceed 10 days.

What Changes for Private Pharmacies

Private pharmacists now assume an expanded role in handling High-Cost Medicines, with specific responsibilities and procedures.

  1. Medicine Receipt
  • The pharmacist scans the product’s barcode in the EOPYY system to complete the warehouse reconciliation process for EOPYY’s pharmaceutical depot.
  • The patient is automatically notified via the system once the medicine arrives at the pharmacy.
  1. Prescription Verification and Dispensing

The pharmacist must verify:

  • the patient’s identity or the presence of a valid authorization,
  • the accuracy of the prescription and its alignment with the prescribing physician’s instructions,
  • the correct medicinal product,
  • the presence of any required supporting documents,
  • the authenticity labels or deactivated safety features,
  • the physician’s signature and the recipient’s signature.

The pharmacist then signs and stamps the prescription to complete the dispensing process.

Failure to comply with these procedures may lead to sanctions under Presidential Decree 121/2008.

  1. Pharmacist Remuneration

For each dispensed HCM prescription, pharmacists receive:

  • a scientific service fee of €20.00 + VAT,

without the need to issue transport documents.

This cost is not included in the total pharmaceutical expenditure ceiling of EOPYY.

  1. Monthly Submission of Prescriptions

Every month, pharmacists must send:

  • the dispensed prescriptions,
  • the consolidated report,
  • and the service invoice
    to the EOPYY Department of Prescription Processing and Review.

Electronic images of prescriptions remain available for audit.

  1. Unexecuted Prescriptions

If a prescription is not executed:

  • the medicine is returned to the pharmaceutical company after 5 days,
  • and the company issues a credit invoice to EOPYY.
  1. Loss or Damage of Medicines

If the medicine is lost or damaged due to pharmacist responsibility,
EOPYY charges the pharmacist the procurement value of the product.

Why This Change Matters

The updated system:

  • reduces patient inconvenience,
  • relieves congestion in EOPYY pharmacies,
  • ensures faster access to essential therapies,
  • strengthens the role of community pharmacists,
  • and modernizes the distribution of High-Cost Medicines.

This development significantly improves the daily lives of patients who rely on regular access to specialized treatments — including many oncology patients. KAPA3 continues to stand by cancer patients and their families, offering reliable guidance and practical support so that every patient feels safe and fully informed about their rights and benefits.
