Patients’ Rights in Public Administration: Less Bureaucracy and More Transparency

With Law 5293/2026 (Government Gazette A’57), a new framework is introduced for the operation of Public Administration in Greece, directly linked to patients’ rights in public administration, aiming to create a more citizen-friendly, efficient and transparent system.

These changes affect everyday interactions with public services, improving the way citizens are served, informed and supported.

The main provisions of the law can be grouped into three key pillars:

1. Simplification of procedures and reduction of bureaucracy

A central element of the reform is the simplification of administrative processes.

Article 3 – Replacement of supporting documents

According to Article 3, citizens may, in several cases, replace official supporting documents with a solemn declaration, when these documents cannot be directly retrieved by public services.

In practice, this means:

  • fewer documents need to be submitted
  • public authorities are responsible for retrieving the required information
  • procedures can start immediately without delays

At the same time, verification mechanisms are in place, including checks and sanctions in cases of false declarations.

Article 5 – Faster processing of requests

Article 5 strengthens the obligation of public services to process requests within specific deadlines, reducing delays in administrative procedures.

2. Transparency and digital access to information

The second pillar focuses on improving transparency and access to information.

Article 5 – Case tracking

Citizens are given the ability to digitally monitor the progress of their requests.

They can access information such as:

  • the current stage of the process
  • the estimated completion time
  • the responsible department
  • contact details for further communication

Article 6 – Mandatory publication of circulars

All administrative circulars:

  • must be published online
  • are valid only after publication

This ensures that citizens have access to up-to-date and valid information.

Article 7 – Online publication of public service hours

Public authorities are required to publish and regularly update:

  • their operating hours
  • public service hours

This helps reduce unnecessary visits and waiting times.

3. A new way of operating public administration

The law also introduces a new approach to administrative procedures, aiming to increase efficiency.

Article 4 – Certified professionals

Public administration may collaborate with certified professionals who:

  • are registered in official registries
  • meet specific qualification and certification criteria
  • can prepare reports, certificates or draft decisions used in administrative processes

These professionals are subject to:

  • random checks
  • penalties and fines in case of errors
  • removal from the registry if necessary

At the same time, accountability mechanisms (particularly under Article 3) ensure the reliability of the system.

What this means for patients

While these measures apply to all citizens, they are particularly important in relation to patients’ rights in public administration.

Reducing bureaucracy, enabling digital access to information and speeding up procedures can significantly ease the burden for patients, especially in processes related to:

  • healthcare services
  • benefits and allowances
  • administrative approvals

Towards a more accessible public administration

Law 5293/2026 represents an important step towards a more efficient, transparent and accessible public administration.

For patients and their families, every improvement that reduces complexity and uncertainty is not just an administrative change, but a meaningful support in their daily lives.

Expansion of High-Cost Medicines Available Through EOPYY Private Pharmacies – What Changes for Patients

The Hellenic National Organization for the Provision of Health Services (EOPYY) is expanding the list of new high-cost medicines available through private EOPYY pharmacies, facilitating patient access to high-cost treatments. The recent decision was published in the Government Gazette.

This development represents another step toward simplifying patient access to high-cost therapies, reducing the need for physical visits to EOPYY pharmacies.

The new regulation includes the addition of further medicines, broadening the scope of the measure. Among these are treatments for multiple sclerosis, such as the active substance ocrelizumab, as well as anticancer agents like imatinib and capecitabine, widely used in oncology. This expansion is expected to significantly benefit more patients, who until now had to be served through specific distribution points, often facing longer waiting times. Patients will gain convenience and improved continuity of care, as access to treatments becomes faster and more reliable.

The option to collect medicines from private EOPYY pharmacies is expected to substantially improve patients’ daily lives, reducing hassle and enhancing accessibility, especially for those with chronic or serious conditions. This change is also part of the broader digital transformation of health services, aiming for a more flexible and patient-centered system. Healthcare providers will be able to monitor medicine distribution more efficiently, ensuring timely support and guidance for patients throughout their treatment.

According to the Government Gazette:

The start date of the medicine distribution process, with supply by EOPYY and final delivery at the private pharmacy specified in ministerial decision EΑLE/GΠ/oικ.51724/19-11-2025, as listed in the table below, is set as the date when EOPYY’s upgraded electronic platform (fyk.eopyy.gov.gr) becomes fully operational for the submission of patient requests under the new procedure defined in the above ministerial decision.

High Cost Medicines: One More Addition to Help Patients – Up to Three People Can Now Collect on Their Behalf

As of Monday, February 16, 2026, High-Cost Medicines for cancer patients can now be collected by up to three designated representatives, offering greater flexibility and easier access to treatment through community pharmacies.

This new possibility is particularly important for patients who require regular access to High Cost Medicines but may have difficulty getting to the pharmacy or live far from a pharmacy. By allowing representatives, care becomes more flexible and adapted to everyday needs, while ensuring the safety and correct use of the treatment. In this way, access to therapy is faster, more human-centered, and free from unnecessary hassle.

In this first phase, the option applies to patients with cancer and multiple sclerosis, and it will gradually extend to other High Cost Medicines categories. The steps for collection remain the same: the insured person logs into the platform using Taxisnet + AMKA, selects the pharmacy of their choice, and monitors the progress of their order.

28 January – Data Protection Day: privacy, health and trust

European Data Protection Day, observed every year on 28 January, was established by the Council of Europe and is linked to Convention 108, the first legally binding international instrument on the protection of personal data. The day serves as a reminder that the right to privacy is a fundamental human right — especially in a time when personal information is increasingly collected, stored and processed digitally.

Personal data are not merely technical entries in databases and systems. They are fragments of people’s lives. They include health information, personal experiences, vulnerable moments and deeply private aspects of identity. When individuals share such information, they do so with the expectation that it will be handled with care, confidentiality and respect.

For organisations such as Kapa3, which work closely with patients and people in vulnerable situations, data protection goes far beyond legal compliance. It is a matter of dignity and trust. Health data — including information related to both physical and mental health — belong to the most sensitive categories of personal data. Inadequate protection or misuse can lead to stigma, discrimination and a profound sense of insecurity.

Within the European Union, the General Data Protection Regulation (GDPR) provides a common framework to ensure that individuals retain control over their personal information. Rights such as informed consent, access to data and the ability to request deletion are not administrative formalities. They are essential safeguards that protect human integrity, particularly in the context of healthcare and social support.

According to the World Health Organization (WHO), confidentiality and ethical governance of health data are fundamental to the provision of safe and high-quality care. Trust between patients and healthcare or support organisations is strengthened when personal information is managed transparently, responsibly and within clearly defined limits.

European Data Protection Day is not only an occasion to reflect on legal obligations or technical safeguards. It is an opportunity to consider how we approach privacy as a core element of respectful and ethical care. Protecting personal data is ultimately not about technology — it is about protecting the people behind the data and the trust that underpins every meaningful human relationship.

Free and Reduced Transportation for People with Disabilities and Large Families – What Changes in 2025

The Greek state is implementing significant changes regarding transportation for people with disabilities and large families in 2025. The new regulations simplify procedures, expand rights, and make public transport more accessible for all eligible individuals.

People with Disabilities (PwD)
Who is eligible:
Eligible individuals include people with disabilities with a disability rate of 67% or higher, or those receiving disability benefits from OPEKA. Totally blind individuals and holders of a digital Disability Card marked with levels II or III are exempt from income limits.

What changes:

  • Residency criteria are removed.
  • The right to free or reduced transportation now extends to one accompanying person, if needed.
  • Using the Disability Card for OASA, OSETH, KTEL, and Thessaloniki Metro is now simple with electronic or personalized card validation, without additional documents.

Practical use:

  • Free travel on OASA, OSETH, urban KTEL, and the municipalities of Kos and Rhodes.
  • 50% discount on intercity KTEL routes.
  • Thessaloniki Metro requires topping up the ThessCard with zero fare.
  • Accompanying persons can travel without separate validation when accompanying the eligible individual.

Large Families
Who is eligible:
Eligible individuals are large families and their members, according to existing legislation protecting large families.

What changes:

  • Travel with OASA, OSETH, and KTEL becomes more flexible.
  • Free or discounted tickets are supported depending on the policy of each transport service.

Practical use:

  • Simple procedure for issuing travel passes through Citizens’ Service Centers (KEP) and relevant regional authorities.
  • Tickets are valid for urban and intercity transport services.

These new regulations simplify the daily lives of people with disabilities and large families, reduce bureaucracy, and make access to all public transport easier.

New Guide by the Greek Ombudsman on Serving Vulnerable Groups in Public Services

The Greek Ombudsman has released a new, comprehensive Guide addressing the service of vulnerable social groups by public authorities. This important tool for awareness and training aims to improve the quality of service, strengthen equality, and promote respect for the rights of all citizens.

The Guide includes:

  • The main legal framework and legislative provisions concerning different categories of citizens.
  • The difficulties and barriers faced by groups such as Roma communities, persons with disabilities, victims of domestic violence, people living with addictions, or citizens with a migrant background.
  • Practical behavioral guidelines for civil servants to ensure that services are accessible, non-discriminatory, and respectful of each group’s specific needs.
  • Tools and points of reference (such as helplines, support structures, and competent services) for the immediate guidance of citizens in need.

In this way, the Guide serves as a bridge between citizens and Public Administration, promoting transparency, equal treatment, and social cohesion.

Its significance lies not only in providing up-to-date information and an overview of the relevant legislation, but also in offering clear, practical directions for the daily work of public employees. This ensures that every citizen – regardless of origin, gender, age, or social status – enjoys equal access to quality services.

The Guide is available on the website of the Greek Ombudsman and is recommended for use by all public bodies, welfare organizations, hospitals, municipalities, and citizens’ associations.

KAPA3 supports and highlights such initiatives, which contribute to both citizens’ empowerment and the better preparation of the staff who serve them. Disseminating this Guide is another step toward a society free of exclusion.
