{"id":23789,"date":"2026-04-15T11:18:59","date_gmt":"2026-04-15T08:18:59","guid":{"rendered":"https:\/\/www.kapa3.gr\/?p=23789"},"modified":"2026-04-15T11:18:59","modified_gmt":"2026-04-15T08:18:59","slug":"patients-rights-public-administration","status":"publish","type":"post","link":"https:\/\/www.kapa3.gr\/en\/patients-rights-public-administration\/","title":{"rendered":"Patients\u2019 Rights in Public Administration: Less Bureaucracy and More Transparency"},"content":{"rendered":"<p data-start=\"284\" data-end=\"551\">With <strong>Law 5293\/2026<\/strong> (Government Gazette A\u201957), a new framework is introduced for the operation of Public Administration in Greece, directly linked to patients\u2019 rights in public administration, aiming to create a more citizen-friendly, efficient and transparent system.<\/p>\n<p data-start=\"553\" data-end=\"680\">These changes affect everyday interactions with public services, improving the way citizens are served, informed and supported.<\/p>\n<p data-start=\"682\" data-end=\"751\">The main provisions of the law can be grouped into three key pillars:<\/p>\n<h4 style=\"text-align: center;\" data-start=\"753\" data-end=\"817\"><strong data-start=\"753\" data-end=\"817\">1. Simplification of procedures and reduction of bureaucracy<\/strong><\/h4>\n<p data-start=\"819\" data-end=\"901\">A central element of the reform is the simplification of administrative processes.<\/p>\n<p data-start=\"903\" data-end=\"954\"><strong data-start=\"903\" data-end=\"954\">Article 3 \u2013 Replacement of supporting documents<\/strong><\/p>\n<p data-start=\"956\" data-end=\"1146\">According to Article 3, citizens may, in several cases, replace official supporting documents with a solemn declaration, when these documents cannot be directly retrieved by public services.<\/p>\n<p data-start=\"1148\" data-end=\"1172\">In practice, this means:<\/p>\n<ul data-start=\"1173\" data-end=\"1344\">\n<li data-section-id=\"1i1vb40\" data-start=\"1173\" data-end=\"1213\">fewer documents need to be submitted<\/li>\n<li data-section-id=\"18lqnls\" data-start=\"1214\" data-end=\"1292\">public authorities are responsible for retrieving the required information<\/li>\n<li data-section-id=\"13qayr8\" data-start=\"1293\" data-end=\"1344\">procedures can start immediately without delays<\/li>\n<\/ul>\n<p data-start=\"1346\" data-end=\"1464\">At the same time, verification mechanisms are in place, including checks and sanctions in cases of false declarations.<\/p>\n<p data-start=\"1466\" data-end=\"1511\"><strong data-start=\"1466\" data-end=\"1511\">Article 5 \u2013 Faster processing of requests<\/strong><\/p>\n<p data-start=\"1513\" data-end=\"1661\">Article 5 strengthens the obligation of public services to process requests within specific deadlines, reducing delays in administrative procedures.<\/p>\n<h4 style=\"text-align: center;\" data-start=\"1668\" data-end=\"1721\"><strong data-start=\"1668\" data-end=\"1721\">2. Transparency and digital access to information<\/strong><\/h4>\n<p data-start=\"1723\" data-end=\"1801\">The second pillar focuses on improving transparency and access to information.<\/p>\n<p data-start=\"1803\" data-end=\"1832\"><strong data-start=\"1803\" data-end=\"1832\">Article 5 \u2013 Case tracking<\/strong><\/p>\n<p data-start=\"1834\" data-end=\"1917\">Citizens are given the ability to digitally monitor the progress of their requests.<\/p>\n<p data-start=\"1919\" data-end=\"1955\">They can access information such as:<\/p>\n<ul data-start=\"1956\" data-end=\"2103\">\n<li data-section-id=\"yk896v\" data-start=\"1956\" data-end=\"1992\">the current stage of the process<\/li>\n<li data-section-id=\"kksfte\" data-start=\"1993\" data-end=\"2026\">the estimated completion time<\/li>\n<li data-section-id=\"179bg1\" data-start=\"2027\" data-end=\"2057\">the responsible department<\/li>\n<li data-section-id=\"1e5v1x7\" data-start=\"2058\" data-end=\"2103\">contact details for further communication<\/li>\n<\/ul>\n<p data-start=\"2105\" data-end=\"2155\"><strong data-start=\"2105\" data-end=\"2155\">Article 6 \u2013 Mandatory publication of circulars<\/strong><\/p>\n<p data-start=\"2157\" data-end=\"2186\">All administrative circulars:<\/p>\n<ul data-start=\"2187\" data-end=\"2252\">\n<li data-section-id=\"ubuqbr\" data-start=\"2187\" data-end=\"2215\">must be published online<\/li>\n<li data-section-id=\"1piva6c\" data-start=\"2216\" data-end=\"2252\">are valid only after publication<\/li>\n<\/ul>\n<p data-start=\"2254\" data-end=\"2329\">This ensures that citizens have access to up-to-date and valid information.<\/p>\n<p data-start=\"2331\" data-end=\"2389\"><strong data-start=\"2331\" data-end=\"2389\">Article 7 \u2013 Online publication of public service hours<\/strong><\/p>\n<p data-start=\"2391\" data-end=\"2455\">Public authorities are required to publish and regularly update:<\/p>\n<ul data-start=\"2456\" data-end=\"2506\">\n<li data-section-id=\"kbmcjo\" data-start=\"2456\" data-end=\"2481\">their operating hours<\/li>\n<li data-section-id=\"1scskkn\" data-start=\"2482\" data-end=\"2506\">public service hours<\/li>\n<\/ul>\n<p data-start=\"2508\" data-end=\"2563\">This helps reduce unnecessary visits and waiting times.<\/p>\n<h4 style=\"text-align: center;\" data-start=\"2570\" data-end=\"2621\"><strong data-start=\"2570\" data-end=\"2621\">3. A new way of operating public administration<\/strong><\/h4>\n<p data-start=\"2623\" data-end=\"2722\">The law also introduces a new approach to administrative procedures, aiming to increase efficiency.<\/p>\n<p data-start=\"2724\" data-end=\"2763\"><strong data-start=\"2724\" data-end=\"2763\">Article 4 \u2013 Certified professionals<\/strong><\/p>\n<p data-start=\"2765\" data-end=\"2836\">Public administration may collaborate with certified professionals who:<\/p>\n<ul data-start=\"2838\" data-end=\"3028\">\n<li data-section-id=\"1n2nkg3\" data-start=\"2838\" data-end=\"2879\">are registered in official registries<\/li>\n<li data-section-id=\"1kprk2o\" data-start=\"2880\" data-end=\"2938\">meet specific qualification and certification criteria<\/li>\n<li data-section-id=\"nfypk8\" data-start=\"2939\" data-end=\"3028\">can prepare reports, certificates or draft decisions used in administrative processes<\/li>\n<\/ul>\n<p data-start=\"3030\" data-end=\"3065\">These professionals are subject to:<\/p>\n<ul data-start=\"3066\" data-end=\"3168\">\n<li data-section-id=\"1gntp2e\" data-start=\"3066\" data-end=\"3083\">random checks<\/li>\n<li data-section-id=\"1xt9254\" data-start=\"3084\" data-end=\"3125\">penalties and fines in case of errors<\/li>\n<li data-section-id=\"15266qc\" data-start=\"3126\" data-end=\"3168\">removal from the registry if necessary<\/li>\n<\/ul>\n<p data-start=\"3170\" data-end=\"3282\">At the same time, accountability mechanisms (particularly under Article 3) ensure the reliability of the system.<\/p>\n<h4 data-start=\"3289\" data-end=\"3321\"><strong data-start=\"3289\" data-end=\"3321\">What this means for patients<\/strong><\/h4>\n<p data-start=\"3323\" data-end=\"3456\">While these measures apply to all citizens, they are particularly important in relation to patients\u2019 rights in public administration.<\/p>\n<p data-start=\"3458\" data-end=\"3629\">Reducing bureaucracy, enabling digital access to information and speeding up procedures can significantly ease the burden for patients, especially in processes related to:<\/p>\n<ul data-start=\"3630\" data-end=\"3710\">\n<li data-section-id=\"1fva2tr\" data-start=\"3630\" data-end=\"3653\">healthcare services<\/li>\n<li data-section-id=\"61d0xw\" data-start=\"3654\" data-end=\"3681\">benefits and allowances<\/li>\n<li data-section-id=\"1utn6f4\" data-start=\"3682\" data-end=\"3710\">administrative approvals<\/li>\n<\/ul>\n<p data-start=\"3717\" data-end=\"3768\"><strong data-start=\"3717\" data-end=\"3768\">Towards a more accessible public administration<\/strong><\/p>\n<p data-start=\"3770\" data-end=\"3888\">Law 5293\/2026 represents an important step towards a more efficient, transparent and accessible public administration.<\/p>\n<p data-start=\"3890\" data-end=\"4065\">For patients and their families, every improvement that reduces complexity and uncertainty is not just an administrative change, but a
